Comments: XIII is the codename given to Steve Rowland, a member of a conspiracy to overthrow the US government. It is Rowland who assassinated the US President before he himself is double-crossed by his fellow conspirator. Captain Jason Fry volunteered to infiltrate the conspiracy and is surgically altered to look like Rowland. Fry was ambushed and left for dead when the game begins, washed up on a beach with no memory of his mission or identity. The US government believes he is Steve Rowland and wants him for the assassination of the president and the conspiracy simply wants him dead.
